This wheel was a machine wheel, it was an engine type thing to a factory machine.
This is wheel was attached to the machine part with bolts and a drill type object I think.
It was designed to have enough friction to stop it but it is also smoother to make it spin faster.
You spin the wheel to get the whole machine moving.
The wheels have a special curve to make the wheel have less friction.
I think you stop by grabbing the outer wheel and it stops the whole machine, the outer wheel has an easier to grip shape to stop it quickly if there are any malfunctions.
