This bike is what people used years ago, the front wheel looks like it had less rubber (maybe for less friction to turn faster) and the back wheel has more rubber (probably to make more friction, because the bike needs to be stable somehow). I think the pedals are on the wheel because bikes weren't as complicated back then :p
Side note: these bikes look very uncomfortable to sit on :p

Interesting point Claudia, the back tyres do seem to have a bit more rubber. They may have worn out less or there may be a deeper reason as you suggest. I wonder which wheels would bear the weight of the rider? Could that be significant?
